A retarded relativistic Vlasov-Maxwell system of fully ionized, two component plasma is studied in approximation of weak relativity. The expansion up to the third order of small relativistic parameter reveals the radiative damping is effective only if the plasma components comprise particles with different charge-to-mass ratio.
