Within the framework of the conformal theory of curves in Finsler geometry, the author studies the notion of circle-preserving transformations. As well, results on conformal changes of metrics which leave invariant geodesic circles (the concircular transformations) are obtained, and then applied to produce a classification of complete Finsler manifolds admitting such transformations.
