An infinite sequence whose terms are pairwise distinct is overcomplete in a Banach space if every subsequence is complete. The authors give necessary and sufficient conditions for sequences of reproducing kernels to be complete in a given model space. As a consequence, a characterization of overcomplete sequences of exponentials is given.
