    The classical mixture theory of Truesdell is extended to mixtures containing an evolving non-material surface where the constituents may interact, be created or destroyed. Balance relations and jump conditions on and across the surface are formulated by analogy with those of bulk balance relations, in the case when the constituents in question are present on both sides of the moving surface, or when they are created or annihilated on the surface, as in phase transitions. The latter model is applied to the transition between cold and temperate ice in polythermal ice masses. A surface entropy inequality is exploited to obtain restrictions on surface constitutive relations.
