This paper characterizes a class of transitive permutation groups of odd prime-power degree. More precisely, it shows that if \(G\) is a permutation group of degree \(p^d\) with \(p\) prime such that every minimal transitive subgroup is cyclic, then \(G\) is doubly transitive or contains a normal Sylow \(p\)-subgroup.
