The main purpose of the present paper is twofold: firstly, to apply the finite element method in the study of eddy current equations with discontinuous coefficients; secondly, to present an \textbf{E}-based splitting finite element method with a non-matching grid. The analysis carried in the paper strongly depends on the associated variational form which takes into account the optimal control formulation. Next, a fully discrete decoupled scheme with non-matching grid is proposed. In the last part of the paper it is deduced the optimal energy-norm error estimate.
