Let f be a social choice rule, and G(f), the first symmetry group for f. The more anonymous a social choice rule is, the larger is G(f). Let H(f) be the second symmetry group for f. The more neutral a social choice rule is, the larger is H(f). The paper raises the question (left open) of characterizing G(f) and H(f).
