The authors consider several classes of optimal control problems which are governed by second order partial differential equations of elliptic type. These equations may contain rapidly oscillating coefficients and, in the expression of the cost functional, the coefficient \(\varepsilon\) of the norm of the control tends to 0. This is the motivation of the terminology ``low cost control''. The main purpose of the paper is to develop an asymptotic analysis as \(\varepsilon\rightarrow 0\) in several cases: for distributed control with state observed on the domain, for boundary control and state observed on the boundary, and for control and observation of the state on different sets.
