The authors obtain inverse inequalities for the spaces of generalized cubic splines of deficiency 1, 2 and use them to estimate in the \(L_2\)-norm the higher derivatives of splines in terms of lower ones. These are used to solve equations for static and dynamic vibrations of bars with nonsmooth coefficients [cf. \textit{A. A. Zlotnik} and \textit{O. I. Kireeva}, Mat. Zametki 60, No. 1, 138-143 (1996; Zbl 0918.73283)].
