    The discussion of the locality property in quantum theory has a long history. The reviewed paper also belongs to this topic. It is widely believed that information in quantum systems would be a nonlocal quantity. This means that the information in a composite quantum system would not be deducible from the information located in all its subsystems. In the considered paper the authors give a strong argumentation that this belief is false. Using the Heisenberg picture to analyze quantum information processing the authors managed to demonstrate that the locality in entangled quantum systems is not invalidated. The presentation includes the Bell's theorem interpretation, the quantum teleportation effect (Einstein-Podolsky-Rosen experiments), Schrödinger versus Heisenberg picture. The article is of a high quality and would be of interest to specialists in quantum computations.
