The paper deals with the unbounded elastic medium \(\,(9\leq r\leq\infty\), \(\,-\pi\leq\varphi\leq\pi\), \(\,-\infty\leq z\leq\infty)\,\) with a defect (crack) coinciding with the surface NEWLINE\[NEWLINE r=R,\quad -\pi\leq\varphi\leq\pi,\quad 0<a\leq z\leq b, NEWLINE\]NEWLINE which is loaded at the origin by the centre of rotation whose moment \(M(t)\) is changing by the harmonic law. The authors determine the wave field in the elastic medium and calculate the stress intensity coefficients.
