A generalization of Routh-Hurwitz criterion (English)

The author presents a criterion for a polynomial to be stable. This criterion generalizes the Routh-Hurwitz criterion to the critical cases, when some of the eigenvalues of the polynomial lie on the imaginary axis. The theorems presented in the paper under review give an efficient tool, which is convenient both in theoretical calculation and application.
