The authors study a flow in a shear layer with fluid injection and suction at the boundaries. They obtain bounds on the rate of viscous energy dissipation, valid for turbulent and laminar flows. These bounds may be directly compared to the bound on an exact solution for a flow with the same boundary conditions. It is found that for sufficiently large values of injection angle or for sufficiently small Reynolds number, the steady laminar flow is absolutely stable, and that for sufficiently small but nonzero injection angles the laminar flow is linearly unstable at high Reynolds numbers.NEWLINENEWLINEFor the entire collection see [Zbl 0958.00031].
