A Cayley graph of a finite group \(G\) is called normal edge-transitive if its automorphism group has a subgroup which both normalizes \(G\) and acts transitively on the edge set. A finite circulant graph is a Cayley graph of a finite cyclic group. In the present paper the normal edge-transitive circulant graphs are characterized. Moreover, the normal edge-transitive circulant graphs are determined in terms of lexicographic products.
