The authors analyze experimental data on monitoring vertical vortices and related models. Formation of initial vortex is investigated and an essential role of the wind flow collision with the shield of precipitations is discussed in detail. Two-dimensional and three-dimensional models are applied to numerical calculations of the vertical vortex formation and development. Calculations give azimuthal and vertical components of velocity both inside and outside of the waterspout, the size and the structure of the vapor - water cylinder. Visualization of the vortex development is presented. Unfortunately, this model does not fit for long lasting analysis of the vortex transformations to the tornado. The authors suppose that the one-algorithm approach for this problem does not work. A multi-stage modeling is necessary with different scaling, which corresponds to certain stage of the tornado development. Consecutive consideration of phenomena enables to accurately formulate the initial and boundary conditions.
