Project managers are used to thinking along the logical lines of a work breakdown. Armstrong urges them to adopt a total perspective of the problems. (Reviewer's comment: In the context of environmental policy an integrated risk assessment is even required by law, e.g. the IPPC regulation by the EC.) Amongst the components of such a ``holistic engineering project management'' are interesting and well investigated tasks such as deciding under uncertainty. The author, however, avoids any discussion of the rich mathematical theory and rather concentrates on the propagation of his management philosophy.
