A design with point-set \(V\) and block-set \textbf{B} is cyclic (or 1-rotational) if we have \(V=Z_v\) (or \(V=Z_{v-1} \cup \{\infty\}\)) and for any \(B\in \) \textbf{B} we also have \(B+1\in\) \textbf{B} (under the rule that \(\infty+1=\infty\)).
