An optimal boundary control problem is studied. The system is described by the Dirichlet problem associated to a linear parabolic PDE with a retarded argument appearing in an integral term. The boundary control satisfies some standard constraints, and the performance functional is an atypical quadratic one. Following the classical approach, the authors derive necessary and sufficient conditions for optimality.
