\textit{L. Sedláček} [Theory of graphs and its applications (Academic Press, New York) (1962)] characterized planar graphs whose line graphs are planar (i.e. have crossing number 0). In this paper, the authors give the characterization of nonplanar graphs whose line graphs have crossing number 1. Together with a revised result of \textit{V. R. Kulli, D. G. Akka} and \textit{L. W. Beineke} [J. Graph Theory 3, 87-90 (1979; Zbl 0394.05037)], the complete characterization of graphs whose line graphs have crossing number 1 is obtained.
