An approach for solving problems of data gathering and processing control in global observational systems is considered. The investigations of the surface regions of continental landmass and oceans are characterized by a wide applications of mobile platforms for data gathering with satellite communication functioning in global observational systems. An analysis of this problem and its development is presented.
