A generalized mode matching method is developed that applies to a wide class of scattering problems involving the time-harmonic two-dimensional Helmholtz equation. The paper focuses on scattering problems where the main difficulty is due to the presence of heterogeneities at infinity. A variational approach is used which leads to an integro-differential formulation for the problem whose unknown is the trace of the field in an unbounded one-dimensional interface. It is established that the problem is well posed and the limiting absorption principle is established.
