The linear initial value problem for inviscid spatially harmonic perturbations of two-dimensional shear flows of boundary-layer type without inflection points is studied in the case when the wavelength is large compared to boundary-layer thickness. The wavelike perturbations due to the presence of the ``Landau poles'' introduced into hydrodynamics, are called ``quasi-modes'', and it is shown that they represent the most natural way of describing the perturbation evolution on certain time scales. However, it is shown that for boundary layers the quasi-mode jumps are very small, and may often be neglected.
