The paper intends to show that von Kármán's approach to turbulence via mechanical similarity arguments can be extended to three-dimensional boundary layers. A three-dimensional turbulence model is presented in which the inner mechanism of turbulence is represented by a stochastic process with 5 independent probability variables.
