The authors characterize Gröbner bases and strong Gröbner bases in polynomial rings over any principal ideal ring; they show that strong Gröbner bases always exist and give algorithms to effectively construct them. Moreover, they concentrate on rings with zero-divisors and compare their algorithm with previous works, where the ring is either a field (as in the beginning) or a principal ideal domain.
