The author obtains an exact solution to the title problem under the assumption that the ribs are located symmetrically with respect to the middle plane of the plate and work due to the bending of this plane only. Necessary and sufficient conditions are established for the theory of structurally orthotropic shells to be applied to the problem under consideration.
