Quantum error-correcting codes provide protection of information against noises, and topological codes provide intrinsic mechanisms for executing in a robust way. A striking successful topological code is the topological quantum field theorie (TQFT) which corresponds to adiabatic movement of quasi-particle excitations (alternatively referred to as anyons). In this paper one characterizes the set of gates implementable by a locality-preserving unitary in a system described by a 2D TQFT. Broadly speaking, the main result is derived and then it is applies to Ising and Fibonacci anyons.
