This introductory article gives an extensive overview on the history of the title problem which began with \textit{H. Feshbach}'s work [Ann. Phys. 5, 357--390 (1958; Zbl 0083.44202)]. Since the the end of the pevious century intensive research on this field is going on. This is reported and interpreted by the author.
