The authors propose a model of development and propagation of local winds arising near coastlines with mountain ranges based on the two dimensional gas dynamic Euler's equations. The gravitational forces are taken into account. A transfer of the wind front over a mountain range and the subsequent generation of a turbulent flow over the sea surface is analyzed by using the model. It is demonstrated that sources of tornadic wind flows originating over the see surface and possible catastrophic consequences arising near the coastline are conditioned by the Kelvin-Helmholtz instability in shear wind flows. As an example, local winds near Novorossyisk harbor at the Black sea are considered.
