In the article under review, the author surveys Chern-Simons theory on 3-manifolds. Moreover, the author proves that the Cotton tensor is the first-order variation of the Chern-Simons invariants and establishes several properties of the Cotton tensor. Finally, the author relates Chern-Simons invariants with eta-invariants and Selberg zeta function.
