The author proves the title, shows it cannot be extended to higher indices, rebuts the proof of Corollary 88 in [\textit{L. Rudolph}, in: Handbook of knot theory. Amsterdam: Elsevier. 349--427 (2005; Zbl 1097.57012)] and reports how the anonymous referee fixed it by replacing each negative band with a sequence of six positive ones.
