This paper investigates laboratory experiments with rotating fluids and develops a theoretical explanation on the ground of the Rossby waves theory. Barotropic blocking of the motion of vortices is studied as a solution to the Obukhov-Charni equation for barotropic flow over the \(\beta\) plane.
