The author gives sufficient conditions for two-weight norm inequalities for potential type operators to hold in the case \(0<q<p\) and \(p>1\) in terms of the Hedberg-Wolff potential without the dyadic logarithmic bounded oscillation condition. He also shows that those conditions are necessary in some special cases.
