The aim of the paper is to define the notion of a reflection space following the works of \textit{O. Loos} [Math. Z. 99, 141--170 (1967; Zbl 0148.17403); Abh. Math. Semin. Univ. Hamb. 37, 160--179 (1972; Zbl 0239.55018)] on symmetric spaces in a purely local setup. The main result of the paper is a necessary and sufficient condition for such spaces to be locally homogeneous.
