A unified proof of the existence of a spectral matrix for Sturm-Liouville operators on a two-sided unbounded time scale in the continuous and discrete case is provided. A Parseval equality and an expansion in eigenfunctions formula are also proved. A consistent appendix presents the main notions on differential and integral calculus on time-scales used in the paper; see also [\textit{S. Hilger}, Result. Math. 18, No. 1--2, 18--56 (1990; Zbl 0722.39001)].
