Relaxing strengthened Legendre-Clebsch condition (English)

The author presents a new set of second order sufficient conditions for a strong minimum of an optimal control problem of Lagrange with fixed endpoints and with mixed state-control equality constraints. The novelty of the new sufficiency result relies on the fact that the strengthened condition of Legendre is not required.
