Professor P. P. Belinskij (23.09.1928--30.12.1986) contributed to the theory of quasiconformal mappings and served as the first dean of the Department of Mechanics and Mathematics of the Novosibirsk State University. The paper is dedicated to the 80th anniversary of his birth. It gives an overview of his scientific and pedagogical activities.
