The authors propose a general cybernetic model of complex dielectric permeability of condensed matter (water). The elastic ion polarization is described by a system of equations which takes into account the forced electric deformation of molecular bonds in water. Numerical modeling of the long-wave part of the spectrum of the optical refraction coefficient of water is performed for an infrared-band frequency of the external electromagnetic field.
