This paper intends to present a unified approach to handle the parametric heterogeneity in population dynamics and dynamics of infection diseases. In particular, an SIR model with distributed susceptibility and infectivity is formulated and analyzed by this approach, and a number of known results from literature is re-produced. The paper concludes with a number of ``open questions'', together with some ``promising directions'' in which, the author believes that, the theory of heterogeneous population scan lead to important simplifications and generalizations.
