The main theorem of the paper under review is the following. For a closed, orientable, irreducible \(3\)-manifold \(M\) and an embedded link \(\Sigma\) in \(M\), and, in addition, for a collapsing sequence of hyperbolic cone structures with topological type \((M,\Sigma)\) and with uniformly bounded lengths of singularities, the author proves that \(M\) is Seifert fibered or a Sol manifold.
