The author presents a unified method for studying foliations with transversal parabolic geometry of rank one. This type of foliation is Riemannian when there is no leaf with essential holonomy group. In the non-Riemannian case, the closure of every leaf with essential holonomy group is an attractor and a minimal set. The author also studies the structure of foliations with transversal parabolic geometry of rank one on a compact manifold.
