The author presents a relation leading to the symmetric model of an ideal relaxing fluid in a bounded region. Within the constructed model, the evolution problem of small motion of a hydrosystem is studied. The theorem on univalent strong solvability of an appropriate initial boundary-value problem is proved. A spectral problem associated with the model under study is investigated. Some propositions about localization of the spectrum are proved, the substantial spectrum of the problem is studied, asymptotic formulas for the branches of isolated eigenvalues are constructed.
