Let \((R,\Lambda)\) be a commutative form ring, and let \((J,\Gamma)\) be a form ideal of \((R,\Lambda)\). A complete description of all subgroups of the unitary groups \(U_{2n}(R,\Lambda)\) which are normalized by the relative elementary subgroup \(EU_{2n}(J,\Gamma)\) is obtained for all \(n\geq 4\).
