The authors provide two conditions, both in the spirit of classical regularity, that are equivalent to the existence of the steady state for a stochastic matrix. The presented development of these characterizations sidesteps Perron-Frobenius theory for nonnegative matrices, hinging instead on an elementary fixed point result that complements Banach's contraction mapping theorem.
