The main achievement of the paper under review is to construct a flag structure on a cusped hyperbolic manifold with unipotent boundary holonomy. This gives an answer to the question whether the representations of the fundamental groups of three manifolds into \(\mathrm{SL}(3,\mathbb{R})\) correspond to holonomies of flag structures on the manifold or not.
