This is a paper on naked singularities in gravitational collapse that involves both radial and tangential stresses. This paper is an extension of the paper by \textit{R. Giambo} et al. [Commun. Math. Phys. 235, No. 3, 545--563 (2003; Zbl 1036.83019)] in which a non-degenerate condition of the energy profile of the initial data was required. Here a degenerate condition is studied although the main theorem on the endstates does include both and is general. The author specifically claims he proves ``existence conditions for naked singularities in spherical symmetry for Misner-Sharp masses which fulfill the weak energy condition.'' Besides some minor problems with the English this paper is clear and interesting to read.
