A dynamic model of a two-level hierarchical active system consisting of the headquarters and subordinated subsystems (active elements) is considered. According to this model, the choice of actual performance made by an active element in the current operating period affects the set of feasible states in the subsequent period of activity. The functioning modes of the system are discussed and the problems to be solved by active elements in particular operating periods are stated.
