The mathematical model of the analysis of light scattering on a dielectric body of an arbitrary form placed on a substrate is considered. The model is developed on the basis of volume integral equations. The use of so called ``function-covers'' as basic and test functions of the Galerkin method allows to lower the singularity of Green's tensor and to improve the approximation of the integro-differential operator. The examples of numerical implementation are introduced for some bodies placed on a silicon substrate.
