The authors introduce a linear Boltzmann equation describing the evolution of charged structureless particles scattering inelastically with heavy field particles and accounting external electric and magnetic fields. In the Lorentz gas limit the balance equations for momentum and energy transfer are deduced. A multigroup approximation based on the method of weighted residuals is suggested.
