Limits of tangent spaces on normal surface singularities are studied and characterised by the non-minimality of the Milnor number of their intersection with the surface. Results of \textit{Lê Dung Tráng} and \textit{J. P. G. Henry} [Limites d'espaces tangents, Lect. Notes Math. 482, 251-265 (1975; Zbl 0319.32019)] are generalised in terms of weak simultaneous resolutions of the family of hyperplane sections; the exceptional tangents are determined.
