Elliptic matrices are real symmetric matrices with exactly one positive eigenvalue. This paper gives an explicit formula to construct elliptic matrices with zero diagonal and a given spectrum, relates this theory to interlacing systems, and gives a necessary and sufficient condition for a conjugate of some real diagonal matrix by a given real orthogonal matrix to be elliptic with zero diagonal.
